Police Release Video of Bystander in Hamilton Heights

The video shows a man hiding a rifle behind his back, then wielding it and pointing it at a man walking by. Police say he fired one shot, missing the intended target, and instead killing a man out walking his dog. NBC 4 New York's Gaby Acevedo reports.
